Worked with them while at Geospatial Commission. It is an arms-length body in great need of reform, similar to what the Passport Office went through over the last decade. CT band re-evaluation would be an ideal vehicle to put the Eye of Sauron on the VOA.

Performative rage from the Opposition, too - when everyone knows they would do the same in the Govt's shoes (in terms of prebriefing measures). Theatre all round. What does it serve, other than lobby journos and Parliamentarian's sense of self-worth?

This isn't a revenue-raising measure. It is a public health measure with strong evidence it will have impact, albeit not magic bullet potential.

A serious govt would have done this and just not spannered the whole political handling of the budget.

This is a completely proportionate and sensible change to address a public health issue which would have gone basically unnoticed in any other budget. It is made stupid because of the overall political approach to this budget in particular.

Overall, I agree with lots of it, think much of it is happening (compare policy/comms/PolStrat of today with that of 2010 - there are big differences already), much of it still needs to happen, and constraints are everywhere. I like the challenge being thrown down!

Policy development in reality is as far from the "policy cycle" of acad literature as a picture of a candle is from science of combustion, ie. complex and chaotic, and reliant on many uncontrolled variables. But political realities still exist, as do comms deadlines. So the pragmatism is baked in.

Ethnography now far more normalised in policy processes - was basically laughed at in early '10s, now seen as fundamental in the progressive programmes the article identifies. Challenge is, how far can you push the radical processes while engaging w/the realities/exigencies identified?

Presumably something to do with the interaction of images and text with an explicitly spatial relationship, and that the tokenisation process has no way to "see" that interaction

Local group near me objected to a housing development, got it removed. Council then approved a much larger development a couple of years later. Residents now wishing they'd not objected to the first one. C'est la vie...

Solution: Offer me a free drink to put my hand luggage in the hold. That would likely incentivise enough people on a single flight to achieve the same as all the hectoring in terms of % willing to put bags in hold, making space for the people who can't live without bag in the overhead bin.
