My one adjacent experience with children’s aid many moons ago also suggested strongly a lack of support for foster families which doesn’t help. Perhaps things have improved but I kind of doubt it.

Teams is … not great… but it has definitely improved in the last three years, especially with integration of calendaring and with being able to work collaboratively across multiple companies.
