I don’t know to be honest as I’ve only read the in-house bit but I would imagine it’ll be a design team in the civil service and possibly an external company to actually do the work.
I would like to think that it’ll be the rolling stock companies that foot the bill for the physical work.

It’s also being done ‘inhouse’ so at least there won’t be external companies charging extortionate amounts, getting ahead in vip lanes etc etc.

I’ve played 15mm (many years ago) but my choice now would be 28mm.
