Sadly this is spot on.
It's hard to have empathy though as researcher disinterest in trying to change the system has stymied progress.

OA advocates need to be prepared for many researchers to become soured on OA due to the OSTP Memo requirements.
Many researchers are gonna be in a tough spot and further linking OA with potential punishments is problematic
