Mostly, yes. PR-based workflows dwarf the benefit of commit msgs. (I used to be a big advocate of systematic, detailed msgs!)
But I agree that in trunk-based projects, msgs serve a greater benefit for auditing and quick scanning of recent changes.

Rarely had a commit message been any good anyway when debugging an issue or understanding context. They're useful only when reverting a commit (given it's sufficiently isolated). A few keywords give enough clarity. Otherwise, it's just noise. The code is the ultimate truth.
