SCOTUS: Govt must give notice at a reasonable time and in such a manner as will allow ppl being targeted under alien enemies act to actually seek habeas relief
Govt: we’ll give them a form, in English, that doesn’t mention habeas or any right to any review and send them to CECOT 12 hours later
