My bet is the Russians aren't stupid, they aren't winging it and just hoping it works, and that they have done rigorous studies with a crew of top scientists and psychologists and have various metrics to measure it.

If he bombed us killing 1,000 Americans we'd see it as an act of war. If he installs a puppet to undermine govt depts like public health, and 500k extra Americans die during covid... he gets away with it.
