Yes but no. Much of Russia's oil is from the arctic and piped across permafrost. Their costs are two or three times higher than Saudi oil production.

My current thinking is that there might be new Bloc currency that really masks securing the dollar = pegging it with Euros and British Pounds, by including Yen, Canadian Dollars, Australian Dollars, and attention deflectors like a new Won, and possibly Hong Kong Dollars.
