Go to iPhone’s settings, tap your name, tap iCloud, tap photo and make sure ‘Download and Keep originals, is switched on.
Then wait for all photos to be downloaded. and then switch off iCloud photo.
If you want, you can go to your PC and to iCloud.com to download them to your PC or to delete them.
