Of course there are bad regulations. However, the chart makes no such distinction, presenting rules only as drivers of cost, with no acknowledgement of the need for some regulations. As a city manager for 30 years, I've spent much money cleaning up after past bad development decisions.

These apply to all types of development. We get it. Developers want to build as cheaply as possible. When the property falls apart in 10 years, they are long gone.

My 13-year old son, while on a choir trip to NYC, managed to sneak away on his own and buy a set of replica samurai swords. Somehow he managed to get them back to the hotel and into his checked luggage undetected. Although slightly miffed at the chaperones, I did admire the level of subterfuge .
