Or the Japanese. The Japanese drive on the left as well (as do quite a few countries). Brits aren't the only sinister drivers.

It's visible on my Foundry 12 instance, and a fresh install of Foundry 13 downloads it as well. The Forge is also showing 0.15 being the latest available. Not sure why it's not for you.
You can always force an install by manually specifying the system.json on the Foundry install page.
