That's why I have prepared a script to dump all the GitHub issues and PRs - and another one to publish the resulting CSV to GDocs.
The CSV contains the issues with/without a PR - and its labels (so to drive your curiosity and take what strikes your fancy!)

The most complicated thing was to find the first issue to fix.
The repo has 7200 open issues, some *very* shortlived, all the others Highlanders-style.
With about 2k open PRs and no "has PR" 'twas complicated to identify the sweet spot.
