The researchers also admitted that pain researchers and clinicians generally “have not been doing very well at instilling deep learning” to patients, which includes delivery and improving content. “If we can do better, better clinical outcomes should follow,” they wrote.

“Critical here is the clear evidence that pain and disability did not improve in those patients who did not undergo conceptual change. This finding is corroborated by a qualitative appraisal of patient responses to pain education.”

“First, when the learning objectives of [pain education] are achieved, patients tend to gain excellent and sometimes transformative pain and disability-related outcomes,” they wrote. “Second, the learning objectives of [pain education] are achieved in about 50% of the patients.”

Mayor Kyoko Matsumoto Wright reminded that many people forget that DEIA includes seniors and people with disabilities.

“If we’re asked to scrub [DEIA]…it’s also asking people not to fund seniors and people with disabilities,” she said.

Sonmore then asked if that could be written in a contract because “a lot of time we see things go up, and they never come back down again.”

“I’m sure we can,” Niten said.

CM Laura Sonmore asked whether the cost would go back down if the federal grants return.

“If federal grants come back, if the lawsuit is successful...the option packages would go away. They wouldn’t need this additional funding in order to carry out the same duties,” City Manager Jeff Niten said.

Teouri suggested city leaders should focus on:

- Enhancing indigent public defense by increasing state support, funding & workforce

- Improving city’s housing supply

- Improving sustainable local transportation funding

- Preserving state-shared revenues, which “may be on the chopping block”

“The previous supplemental budget was about $211,000, so the $300,000 request is ambitious, but certainly not unrealistic,” Teouri said. She advised the Council to move the Clubhouse request to the next biennial budget in 2027 rather than the current one.

After state lobbyists Amina Teouri and Shelly Helder reviewed the legislative process to councilmembers, Teouri said that she and Helder had originally requested $800,000 for the library roof and HVAC project but had secured $500,000 from the state capital budget.
