Anyway the basic gist is that this government have decided businesses, universities and immigrants should pay the taxes that the median voter doesn’t want to pay. I’m sure that will have no worrying incidence effects or counteract ‘the singleminded focus on growth’.

Thrust of it is challenge is more on the political/public understanding/trust side than the technical/economics side.

Probably not if you want a system that covers all types of roads. No expert but if you just want to cover motorways, major roads, and urban areas then the current technologies used for e.g. CC zone or ANPR might suffice? There is a HoL briefing: researchbriefings.files.parliament.uk/documents/SN...
