The letter, which was first reported by Reuters, told governors that their states are providing ICE & other federal agencies “self-service access to the personal data of all of your residents,” through a nonprofit called the National Law Enforcement Telecommunications System, or Nlets.

The new provision in the funding bill doesn’t take effect immediately though. There is a one-year delay before the tougher rules kick in.
