Okay I tested it out myself and it does support Photoshop files but not Clip Studio files as of yet. Though I used an updated fork of it since the original project is no longer maintained apparently. (Link to it: github.com/RafaUC/Allus...)

I think you're right, it's aimed to be a visual library for your photos and videos. I haven't tried it much myself so I'm not sure if it could even detect them

There's a program similar to Eagle called Allusion. Idk if it organizes the files in the file manager or it just uses its own interface for organizing and searching but It's free if you want to try that out!
