It's more of a way of bribing Arlington and Fort Worth to not sabotage the DFW-HOU hsr line.

In: $6B HSR lines between Dallas and Fort Worth.
Out: A functional bus lane in Downtown or bus line that goes by City Hall or the Library.

Why a 30 mile long "high speed rail" that shares the same essential route already served by the TRE today would be discussed at all is a question buried deep within the Dallas/Arlington/Fort Worth relationship and NCTCOG political machinations.
