Preferential investment in the Denny Triangle area since then (over the current C-ID) are largely due to racism, though.
The Jackson st regrade (between Washington St & Atlantic St; 4th Ave to 12th Ave) was most definitely done with exact same land value creation mentality applied to the Denny regrades. Dearborn was regraded so streetcars could get thru - the slopes are still very steep.
