normally NLA is just for like, the final touches like blending anim state so i do recommend you just not touch it at all
when you click the star, it basically locks you from any other anim so you if you want to work on an anim, you dont want any push down action

dope sheet > action editor (the dope sheet editor doesnt let you select animation) > [create new] action
the nla panel is a separate thing, its like for anim combining and blending, you dont need to worry about that too much
