Abstract New Public Management (NPM) can be classified within the naturalist philosophy of science. I introduce naturalist philosophers that laid out the framework for NPM including Bacon, Galileo, and Descartes, which eventually led to Frederick the Great and Cameralism. I also explain why NPM is not classified as Kuhn’s paradigm shift in public administration. Finally, I will discuss NPM in modern Public Administration theory today.
