we actually *couldn't* have done this for a transfer tax, because it's illegal; instead, the board passed a unanimous resolution laying out the intent, the voters guide contained information about what it's for, and the campaign ran on this messaging, also made the HSFOB which the mayor ignored

yeah this is a legal requirement, because our charter is really stupid and state law is really stupid; the board passed a unanimous resolution stating the intent of the funding and the campaign messaging was explicitly about that - do not be disingenuous, it was entirely breed that did this
