1: Public managers are principals and agents at the same time

2: In this dual role they may prioritize loyalty towards their own principals (be a Squire), prioritize maintaining credibility with their agents (be a Chieftain), prioritize neither (be a Maverick) or prioritize both (be a Diplomat).
