I'm convinced the writers give him no screentime whatsoever because they wanted him to come off as mysterious or something.
Unless it's strictly needed, Thales won't show up ever. That's kind of a problem whenever the story wants to sell the guy as a threat.

There's something messed up about Thales having the most screentime ever in the route where you don't even fight the guy.
Given how lackluster his boss fights are however, that's probably for the best.
