I'd go with Hetzner or Linode. Hetzner has a good API and an excellent terraform provider if you're using IaC.
For self-hosted DNS (e.g. an internal network), I'd recommend AdGuard Home. You can run it off a raspi, though I'm not sure it would fulfill your api-requirement...

I've been doing DevOps professionally for over 10 years now. Half the time I proclaim that no one, and I mean no one, really knows how computers work. Those things are just too damn complex. Not trying to talk you into anything, just being honest here 😅
