I am strongly of the opinion that the idea not being fully baked is one of the benefits of starting from a messy doodle. All the unknowns are untapped potential to explore!

(plus, exploring the most naive implementation is a good way to check your priors on a bunch of underlying assumptions)

We're talking about a very simple process here, there's not much room to experiment. Problem presented, solutions proposed iteratively, decision reached, repeat.

That said, I've been party to skipping steps and it has led to some unforeseen, time-consuming, and above all *expensive* disasters.

In general, yes. We follow a process because it's consistent and provides structure to development. An unbroken chain from pitch to final art helps mechanize production and minimizes risk, among other benefits. Concept art is produced to prevent issues further along the chain, not just to be pretty.
