Yes, BC and any effected First Nations need to sign off. The Feds are just saying that they'll lift the BC tanker ban IF those other things happen.

It's more nuanced than that. Even if the Feds "allow" a pipeline to be built to northern BC, the private investments needed for it to happen are just not there.
Carney gets to say "well, we tried" while knowing it won't lead to new pipelines.
