At my independent school, our board is a combination of alumni & current parents of students. These powerful intrinsic loyalties to the institution over both short & long time scales help A LOT to prevent death spirals.

Except under rare circumstances, this kind of scenario represents a primary issue with management, not the board (other than the board allowing management to fail & not replacing incompetent leader(s)).

You definitely need to rely on the board members to both donate themselves & do fund-raising outreach both exploiting existing networks & building them out, this MUST be planned, organized, and supervised by professionals.

Non-profit fundraising is a complicated realm of expertise & expecting board members to "just do it" is as absurd as expecting them, e.g., to prepare & file the entity's annual 990 tax returns.
