A really weird difference between UK <> Portugal is that new taxes or limits done in the UK never apply to 65+ but Portugal does the opposite, taxes/limit usually don't apply to 35-.
Reducing the cash isa amount to 12k but not applying it to 65+ doesn't make much sense
