Well, my optimism is sort of a slingshot effect of the pessimism I felt learning that Siebel was facing (unnecessary) obstacles thanks to another ill-conceived US govt action. So by moving to Montreal they took the necessary steps to continue their great work.

Fwiw, another tile in the mosaic? In the early 80s every state raised their drinking age from 18 to 21 under threat of losing federal highway funds. At the time, I found it a little unexpected from the "government is the problem" administration, but then, maybe it was part of a long-term pattern.
