I wonder if they're just forcing a bandwidth limit so other people can keep using the Internet. Steam will go whole hog but then everyone else's Netflix or whatever will stop working, they'll start resetting the router, I have to manually cap Steam to prevent that.

I am BEGGING brands to understand that "BOGO" alone means absolutely nothing. You have left out the most important part: what the deal actually is. Stores do BOGO, buy one get one, every single day. It's standard operating procedure. The deal is what changed and that's the part "BOGO" doesn't say.
