A billion years ago I made something like that for rolling mist in unreal 4, but that was using volumetric particles, I think there's no reason you couldn't add a Z axis gradient to a depth fog effect and add a noise map for turbulence like you're describing though.

So the release of undertale coincided with my chiptune phase, "this week in chiptune" was making frequent updates on soundcloud and I look back at that time quite fondly.

I haven't heard a version or remix of phantom by justice that I haven't liked.
