The defense bill sailed through the House last week and is set for Senate action this week.
There aren't any senators opposing the Lumbee tribe hitching a ride on this bill, but some are frustrated by the special treatment it's getting.
Their tribal bills were all left out.

Beyond that, Sen. Thom Tillis (R-N.C.) has been blocking other senators' tribal bills for years, in an effort to pressure them to support his Lumbee bill.
None of those bills made it into the defense bill.
