It's better to have all the development of the drama than 3 filler chapters. If you need 3 chapter for the development, amazing. Go for it.

You can. But you have two problems. 1 it will no longer be a oneshot. 2 each chapter needs a good rhythm. A good start that invites you to read a good middle to focus on problem you established and a good conclusion. Separating them won't necessarily turn out in great individual chapters.
