As far as I know, colours in reminder text do not count. Same with extort, the reminder text which shows hybrid white/black doesn’t make a card white/black. So still a dimir commander.

Chi has felt worse for a while, the meta just doesn’t support him. Although open decklist tournament play might have affected his winrate since they know to play around it.
