Humberto Ramos design. I know he did work on the 2099 books - specifically, X-Nation 2099 which was debuting around this same time.

Viewing Doom as an impoverished child living on the outskirts of a nation overflowing with riches helps one understand why he wants to rule the world - or, topple America.

He sees ugly-rich corporations and the starving and cannot understand how one does not help the other - or, overthrow them.
