My suspicion is this is part of why BAH didn't really go up a lot of places. Instead of getting that money monthly to have it coming in as housing expenses need to be paid each month instead they're giving it as a lump sum that many will no longer have when their housing expenses increase. Ick.

Totally agree. And certain things should automatically trigger a new election for the seat, such as failing to vote a certain number of times or the entire group of them when they can't agree on a budget by the deadline. Basically do your job or you can lose your job (like everyone else!)
