How about just enforcing existing leash laws? I regularly see people walking their dogs without a leash in my north end neighbourhood. And others who just let their dogs run loose on their properties, running up to and barking at those passing on the sidewalk globalnews.ca/news/1160543...

I have to say I'm not a fan of movies and shows these days that expect viewers to be able to read tiny little texts on people's phones. Just use subtitles for those. Not everyone has a 50-inch TV.
