Not a purse mount, the two copper alloy mounts were fitted to a leather case which contained a set of scales and weights.
Photo shows the find in situ and the link takes you to some images of a reconstruction that I own.

The patterns formed by the niello can also be seen in the cell work of gold & garnet cloisonné of the period & the niello work is sometimes described as being an imitation of cell cloisonné.
It's fairer to say that it's the pattern that was really important/fashionable, regardless of the medium.
