Seems to me, from what basic research I did, for all the people owing 40,000 or less on Federal income tax, the state can have a state income tax that equals their Federal rate, and then the state tax can be deducted from that owed to the Feds, making it basically zero, with no actual tax increase.

Could claim "Exempt" on your W-4. Not the best option, probably, but it would keep the money from going to the IRS right now.
