This is a change from two days ago when he said he would vote for anything that kept the govt from shutting down. We all sent him flaming comments. Maybe he’s starting to listen to those who elected him.

But some of the complications or redundancies come from the fact that language has been mainly oral. So some of this complicated stuff is there so that the message can still be understood/reconstituted even if parts of it are missing due to noise, etc
