I think this is a good counter example. The Taliban clearly have used terrorist tactics to get into power (as have the early Zionists!) though I think calling the Taliban government a terrorist organization would obscure more than it would illuminate.

yes, for the most part. i think defining all war crimes as terrorism or all states committing war crimes as terrorist organizations is not helpful from an analytical standpoint at all. it obscures more than it illuminates. this is, again, not a moral judgement.
