I always heard it was the Universal Monsters, but thinking about it, why would Universal produce a Street Fighter movie then turn down a fighter from the Street Fighter guys

They had gotten the rights to The 7th Guest because it was the biggest CD-ROM game at the time they started working on the unreleased SNES CD add-on
