To add my 2 cents: the case of Antwerp seems to me to be a good example of a "maintain central station" approach, at the cost of a tunnel and a (near) reconstruction of the station (while maintaining its heritage).

Per mille I guess the gradient? 😉 The choice of having HS lines compatible with freight has huge consequences (axle load + gradient)...

L'outil le mieux adapté à une demande faible est le transport à la demande (généralement avec des vans 8 places). Existe un peu partout sous différentes modalités, dont en Wallonie ("TEC à la demande").
