I’ve seen that on screen effect happening with my own digital video editing/rendering maybe 25 years ago occasionally when you had to use multiple bits of software to extract channels from DVB transport streams to burn to DVD.

I saw his video,looks more like video encoding glitch to me than AI bollox. YouTube staff could have forced a fresh encoding pass to finish it off. Some of my videos also get stuck processing up to 4k and never complete. Many parts of the whole YouTube thing seem quite wonky.
