It's also a bit suspect that the character artists decided to give Anarky's homeless gang such well known anarchist fashion choices as... uh *checks notes* brown coats and red armbands.

I know I'm over thinking a comic book video game, but it doesn't stop the game from seeming very confused about what message it's conveying with its villains. Basically everyone else is either too violent or conniving or corrupt, while Batman manages to slide along the enlightened center 7/7

Though back on the positive side, sometimes Batman intercepts a police radio broadcast about a crime in progress, and it turns out to be a half a dozen cops beating up one of Anarky's homeless grunts and the only thing to do is swat the SWAT 6/7

But I can't help thinking that Riddler doesn't have the resources of a Wayne family, so of course he's going to use the fruits of his investigations to fund his operation. Batman doesn't even argue back when he's told that none of Riddler's victims are innocent, he just says blackmail wrong 5/7

Riddler is threatening to release all his extortion information and reveal the full depths and web of corruption throughout the city, while also getting his own beak wet by blackmailing individuals beforehand, but Batman knows that blackmail is wrong, so he's going to stop Riddler's whole scheme 4/7

But Anarky got Batman's attention by trying to Tyler Durden the banks and police dept, and that's too violent for Batman. So Batman beats up every anarchist he sees especially after Anarky calls him a rich kid atoning for his financial sins and accuses him of being a despot of the status quo 3/7

On the other hand there are at least two side villains who are attacking Gotham's corruption, just not in ways Batman approves of. Anarky radicalized the homeless population into a gang capable of defending themselves and Riddler is collecting information on every corrupt official in the city 2/7
