The idea that 'the Russian population' is specifically being discriminated against is not true. All non-citizens who live in Estonia have to follow the same laws.

Secondly, non-citizens in all countries (incl. Germany) face restrictions on voting rights, access to certain fields of work and all have to meet the legal requirements for citizenship.

Firstly, Putin doesn't need a pretext: he can always make up one and has done so many times before. I'm saying this assuming you don't believe the pretexts that Russia provided for its renewed invasion of Ukraine in early 2022.
