The START I limits are much higher than the current New START limits, so this proposal would allow both countries to significantly increase their nuclear stockpiles.

Short of total nuclear disarmament, there are practical steps to reduce nuclear risks and the cognitive dissonance of deterrence. The essential first step is psychological, to treat nuclear weapons as a necessary (for now) evil rather than a desirable military capability.
