So, yeah, not only is the FPDR pension for sworn officers who started in Portland prior to 2007 the only remaining "pay as you go" pension system in the country, but we also let cops take advantage of this by collecting pension AND a full salary simultaneously.

Wild.

And the Portland Police Association Gravy Train rumbles on and on and on.

PPB's Retire-Rehire program/offering/boondoggle/scam is misleadingly named.

Cops who take advantage of this double dipping (collecting full pension + salary simultaneously) do not appear to the DPSST as ever having been retired.

Retire-Rehire item is up.

There's a lot going on in police transparency over the next couple days in Portland starting tomorrow, August 6, 2025.

PPA and Chief Day are asking Council to authorize an additional Retire-Rehire year for 5 officers.

Who cares, right?

Wrong.

Sadly, nobody raised their hand when asked:

"Anybody in the room thinking about being one of those police retire-rehires?"

From the March 6, 2020 Retirement Workshop for FPDR Two Members presentation - 27 Pay Date Estimated Pension for Workshop Example.

I'm still wondering how we got here, but it could not have been anyone's intention to equate 378 days with "1 year."

The Portland Police Association is not the only labor association that represents sworn officers in Portland.

The PPCOA represents lieutenants.

Okay, so the 27 pay date loophole is only available to represented employees.

For PPB, that would be police officers and sergeants, who are represented by PPA, and lieutenants, who are represented by PPCOA.

I wonder if PPB people above lieutenant rank ever ask to be demoted prior to retirement.

"Let's talk about 27 pay dates and let's specifically talk about February vs March 2019. I know a lot of you in the room are looking at those dates. Those are the next 27 pay date months. This is the only time . . . it will ever happen that we'll have two months in a row."

Those last few comments by Stacy Jones, FPDR Deputy Director/Finance Manager, were about the "additional state tax offset benefit" - see the answer to #6 (What is the additional state tax offset benefit?) here.

"We got a lot in Nevada, I don't know if that's people want to go live in Vegas or what's going on in Nevada. Arizona. Some people want to go live in Hawaii. And, of course, we already have a lot of folks who live in Washington, you know, right now."

"If you live in Oregon right now, we assume you're going to live in Oregon during retirement, which is kind of a faulty assumption because a lot of you are going to move to Arizona."

"I mean, essentially, it's designed to be a year of pay. And you get a little more than a year if you go on a 27 pay date month."

That "little more" is doing a LOT of work.
