...the giant spider underground. He had to lure people in with visions, and once they were close to a storm drain... BAM! Spider claw nabs them. Looks like a clown, actually a spider claw.

I got the impression -- in the book -- that most of the time when Pennywise appeared to threaten people, they were actually safe because he was just an illusion in their mind. It seemed that to actually KILL someone, they had to be near a sewer, pipe, lake, etc. As if his only physical form was...
