Everything's a trade-off 🤷‍♂️ Streaming live relies on cell bandwidth, background sync relies on the OS determining when to upload a GB+ file, etc

background process that relies on battery charge, connected to wi-fi, etc

Best option is to not rely on the OS built-in cloud sync and manually upload to Google Drive, Dropbox, OneDrive, etc.
- Take video
- Tap Share button
- Select Google Drive, Dropbox, OneDrive, etc.
- Choose folder and tap "Upload"
